How do teams get penalized if they don't have their 1st overall pick (i.e. Ottawa, if they don't get healthy)

Shouldn't it be the GMs responsibility to make trades to reach GP limit? surely a cap dump could be found somewhere.

We've already been here before. The CC should be able to project at this point if a team will miss GP or not. Give the team a warning to correct the issue and if it is not fixed, the CC makes the roster moves for the team. Its the same as the NHL. If a team has an illegal roster they are fined or the roster is corrected to be legal.

My suggestion would be to not punish someone who traded for a pick in good faith and had it run father up the ladder than was expected, but I'm obviously biased, owning a pick in that position.

I mean if GM did "all he could do" to reach GP limit and still came up short, there should be some leniency.
"all he could do" - trade blocks, forum posts trying to make deals, evidence of zero fair offers, ect.

Past mistakes shouldn't equate to current problems. Sucks that it happened to you but that doesn't mean it can't be corrected moving forward.

Lee - Doing the deal I offered for Kane gets you to cap floor when all your rookie contracts come up, gets you games played and thus a better chance at mcdavid/eichel with your top picks, and, well, gives you one of the best young offensive players in the game.

I'm not trading Nylander, Virtanen and your first for Kane.
