It was already announced we'll start the day after the World Cup ends. We need to get this wrapped up and we still have roster submissions coming up.

As for Cliff specific case, Arizona finished this season 27th overall with 923 pts, with needed skater GP adjustment due to being 39 GP short of 1100.

Applying the above guidelines, UnderLimitGoalies = 0 => goalies don't contribute to the adjustment :
- Adjustment = POINTSperGPskaters x UnderLimitSkaters + POINTSperGPgoalies x UnderLimitGoalies = (549/1061) x 39 + 0 = 20
- points to be used in the standings to determine the pre-lottery draft order = Points + Adjustment = 923 + 20 = 943

This means ARZ moves up in the standings from 27th (4th overall in pre-lottery draft order) to 25th (6th overall) ahead of NJ (923) and SJ (930): https://docs.google.com/spreadsheets/d/ ... 1549422931
(ARZ would have moved down to 7th overall without the aforementioned fix in the calculation)

It's been however decided that the new rule that prevents the offending team from advancing in the draft order if the corresponding NHL wins a lottery draw will only apply from next season onward, given that this rule is only getting announced now.

As a result ARZ will be eligible to move up from the 6th spot in the draft order, with the only caveat it won't be allowed to select 1st overall (for consistency sake with what already happened in the past) and will pick at #2 if winning the lottery for 1st (in that scenario, the team winning lottery for #2 will pick 1st overall).

Wouldn't NJ be 4th, SJ be 5th, ARZ (NSH) 6th?

GP penalization doesn't get applied to Waiver Draft order (at least it was not in the precedent cases I checked out), that's why I said ARZ pick should be 4th

I can't speak to how it was applied in the past but that makes no sense to me that a GP penalty to reorder standings for entry draft would not also carry over to waiver draft.

I did check what we did on previous occasions where GP minimums were missed.

In 2015 Billy missed minimums, as a result his pick was moved down one spot in the Entry (1 --> 2) after winning the lottery, whereas his pick stayed at 3 in the Waiver Draft: http://ss-onlinedesign.com/fantasy/bbkl ... waiver.htm

In 2014 DAL (Pete) and VAN (Kareem) missed minimums and moved down 1 spot in the Entry draft order:

but as you can see here viewtopic.php?f=83&t=11068#p179976 DAL and VAN kept their original position in the Waiver draft order, the one assigned off the final standings
