BBKL should just go back to the old system of wherever you finish is where you draft. Tanking is hard enough and to go all year just to get bumped to 4th is the worst feeling fantasy sports can give you.

There will be a Phase 2 draft lottery after qualifying round and before playoffs. Eight losers of qualifier round will have equal 12.5 per cent chances of winning the No. 1 overall pick.
