Does this covid allocation (I.e. sent to minors) appeal to all? I see it appealing to the top teams and the bottom teams. A lot of teams in the middle may feel otherwise.

The issue with just sending guys to minors like that, would be that the SS Scott has designed wouldn't easily accommodate it. It does make sense to allow players in COVID protocol to enter the LTIR though even if we don't know who has tested positive. The downside for teams putting players on LTIR is that they won't have access to those players for the 3 week period. The deep teams would need to weigh potential cap savings against the loss of players. Players in covid-protocol were not eligible for our LTIR in week 1 and week 2. After our announcement, players in the same situation going into week 3 were snot eligible for LTIR either. So the announcement didn't bring in any change compared to what we had for week 1 and 2. On the contrary, what people are suggesting in this thread would completely change the rules moving forward compared to week 1, 2 , 3, something unprecedented in this league I think, and that would not happen out of necessity, just out of some GMs whining about a rule that can 'affect' every team the same way...

It's tough creating this ruling as there are many different interpretations of how this should be handled, so it kinda becomes a patchwork of bureaucratic votes. We have 7 people in cc so a lot of voices, and sometimes u gotta cede one idea so another can go through and things get done, rather than just go on and on without any resolution.
And then u have people constantly complaining about the choices made, when we've all ready argued for a week or two about it in cc. Just becomes exhausting (although everyone is entitled to their opinions, obv). It isn't going to be perfect, but there are likely going to be holes in any direction we go in for covid since it's constantly evolving.
