"Eligibility
Automatically eligible for the 2019 Waiver draft are ALL BBKL-free players who were:
- born before January 1st 2000, if they played a season in N.A. when 18, 19 or 20-yrs old
- born before January 1st 1999, if they never played in N.A. when 18, 19 or 20-yrs old
Additionally, BBKL-free players already signed to a NHL contract are eligible as well, even if born later than that."

I am actually asking my question because I know hes not waiver draft eligible. I laid out the condition
if born after Jan 1999 but not locked to contract + haven't played in NA, then wheres he goin

If he has never played in north America, and is born after Jan 1st 1999 with NO contract he is entry draft eligible.
If he signs a contract right now he will be waiver draft eligible.

I've been close to drafting Burdasov in the Waiver draft for a few years now, a sort of back-up plan that never materialized. Hopefully he won't stick around in the NHL
