During the season, you can make one free agent claim per 24 hour period. Those players must be signed to an NHL deal. The free agent claim period usually starts after the waiver draft concludes.

this quote from the waiver draft first post should answer it
- After the Waiver draft, the unowned NHL-signed players will become available as free agents; however, after rosters submission, those still eligible for the 2015 Entry draft will join the pool of players reserved for it.

It would be nice to make some FA claims except who wants to double research every single player before they make a claim? Half the players in FA pool on Fantrax are owned. Something has to be fixed.
Boston Bruins claim FA Sam Reinhart. See. conflict.

ideally GMs would add their players... not sure what others should do about it.

the only result coming out of such claim would be the claim being rejected and Boston having to wait 24hrs before claiming anyone else.
it's pretty obvious all the guys drafted in the 2014 BBKL draft are owned.
Same for guys drafted before who did appear on their teams 2013 roster submission and were not released later on.
It may be easier to check out the CBS rosters and add 2014 draftees (from entry and waiver) on top of those to realize who is not available as FA.
After roster submission things will be different, as teams leaving players off those rosters lose their rights.
Hopefully everyone is on top of things (or out of the league) by then.
