Is anyone against me making a selection for Foolama? Technically his clock is up, but he wasn't PM'ed because Billy had to leave right away.

was going to comment on this right after you said it but forgot to, but just so that its clear, but im assuming you are talking about players signed to nhl contracts, as i believe unowned ncaa players/euros/candian juniors (without contracts) cannot be freely claimed after the waiver draft, thought i saw this stipulation somewhere in the cba

yep:
2-6 : NCAA and International FA's can only be claimed via the leagues annual Waiver Draft, you may not claim them through the waiver wire, unless player in question has been signed by an NHL club prior to the start of the season.
as for what follows..
2-6-1 : NCAA FA's must be signed by an NHL team before the twenty seventh of September and no longer be in NCAA system before claim can be legally made. Sufficient proof will be required.
i guess that September 27th date was just the date of roster submission, so this year it is actually October 1st.
While we are at it, looking at the CBA i noticed something that was pointed out and decided in the CC, but never updated:
2-5 : During waiver draft any available veteran claimed can start the year in the minors or your line-up waiver free, however; if waiver eligible they will be subject to waiver wire upon first send down / call up.
actually, even if already signed, those claimed in the Waiver draft have one free call up like players referred at point 2-5-1.
