Percy is the best dman on the marlies and would be the 3rd or 4th best dman on the leafs. They aren't bringing him up because the leafs want to lose.

nope, it's why you wont see Connor Brown up this year. By the sounds of it they dont want to screw up the development of the kids with potiential.
