Why offer sheets? Don't you typically end up over-spending on offer sheets?
Guess you're getting at lower cap teams, who have space, preying on teams who are tight to the cap. But not sure how many of those lower spending teams have the flexibility to just "add cap" like that. Especially if the decreased cap is an indication of lower revenue league wide, not sure teams are gonna be spending.

I was thinking because if a team is already trying to shed the cap, teams wouldn't need to put in disgusting offer sheets to steal the rfa's.

Hamilton offer at 6? That would crunch Boston. No big salaries coming off the books, but young guys who may want small raises like spooner. Boston would need to actively move 6-7 million off their roster.

bet it doesn't happen. Rarely does. Takes the player to sign it too, which is an aggressive move towards their rights holding team

There has been a canada wide missing person report on former BBKL champ Scott Smith. He has not been seen by friends and family for over a month. Hopefully he's found or comes forth.
