Alright so Tommy the twat filled me in on the two teams available. Just had a chance to skim the lineups and really both are in pretty rough shape... at least Van seemed to have Jim Benning around somewhat earlier to "start the rebuild" but Pitt has absolutely no future right now... seems like the teems avg age is 42 - aside form Pavelski, not a youthful stud in the lineup... even the guys in the minors are all over 30 or playing in the CIS. Anyways, I'm happy to take on the challenge of turning a fucked up situation around - really would be stoked if you guys gave me a shot to join in the fun and tomfoolery.
Also I've taken a look over the CBA and whatever else I could read today and it all looks fantastic. Love the comraderie and excitement something like this adds to game - kinda reminds me of being back in the lockeroom!
I'll keep adding my two-cents here and there until you agree to give me a shot haha.

So after reading the CBA a couple times I'm looking for a little clarification surrounding the waiver draft. So it mentions that this is the only time that NCAA and International FA's can be picked up, but does this only apply to players who have signed NHL contracts within the past year? In other words once a player is passed over in the waiver draft once, can he be picked up at anytime?

They don't have to have signed an NHL contract to be picked in the waiver draft. During the season we can pick up players that do have an NHL contract and are not owned by a BBKL team.
I think that is how it works, but one of the CC members can correct me if I am wrong.
Good to see some active fresh blood in here. As a member of multiple fantasy leagues this really is one of the most active going and filled with people that know their hockey and speak their mind freely.

Ok so the waiver draft Is more aimed at picking up overlooked BBKL players who haven't been given NHL contracts yet? So if I got a team I could potentially clear out a large portion of my farm team and replace them with NHL signed unclaimed BBKL players? But not unsigned NCAA, International or AHL guys?

The waiver draft is for overaged prospects and any other contracted NHLer that isn't owned by a BBKL team. Most common players drafted at the waiver draft are undrafted college and junior free agents and players from Europe leagues that sign with an NHL club. There might be the odd NHLer that might be available also.

Literally the only thing I had was Logan Couture before he was anything good. I had shit prospects, shit players. I was a playoff team for half of our season last year then blew it up hard core.

Makes sense. Figured there might be a few low percentage europeans around to at least kick the tires on, but thanks for helping explaining this. Definitely have a better understanding.

And even stepping aside from the team Lee inherited (which was by far the worst to change GM since I'm here -> more than 4 yrs), there were other 'fucked up' teams (mine and Tony's being examples) that were in much worse conditions than Pittsburgh and Vancouver are now (and Columbus ever was, for that matter).

It's worth and fair noting for the new guys that neither of the 2 CBA currently appearing on these forums are up to date and complete.
That is the current situation, obviously not something we're fine with and something we hope to be able to fix in the future with a comprehensive new rulebook.
Some of the changes/additions can be found in the announcement thread; public announcements complete or overrule the current CBA as far as their content goes (and GMs are expected to be aware of those), this being a recent example:

As of now, asking like it's been done here for the W draft eligibility is the way to go.

Another thing to be clarified for those who may later be awarded access to Fantrax:
the current rosters on Fantrax are set with Fantrax default positions.
Those are not necessarily the ones we use.
In particular, when it comes to W/C eligiility, we use a parameter called FOR to determine the forwards position:
FOR is the ratio between faceoffs taken and icetime. We have yet to determine the exact FOR threshold for next season; last year it was 0.45, if a change is going to occur it will probably be minimal. Players with FOR above the established threshold will be C, those below will be W. Successive updates are performed during the season, hence a forward might change his position during the year.
Since recently moving to Fantrax we have yet to update players positions, so what you currently see on Fantrax rosters may be wrong.
Btw, we do NOT use dual eligibility.
