For comparison 66% of all players in picked 1-30 met that minimum criteria.

What's the source on this? Genuinely interested.
It was something posted on SB Nation under the Avs team page. I've always been told 63% for first rounders approx. 33% for 2nd rounders and approx. 20% for 3rd rounders, so the numbers seemed consistent from everything I've been told or read over the years.

Surprisingly not a big difference between the 2nd and 3rd rounds.

Interestingly enough the difference between the 2nd and 3rd rounds those years seemed to be minimal. Of course it doesn't account for how many of those guys wound up as career 4th liners/3rd pair guys, but interesting nonetheless.
