Applying the above guidelines, UnderLimitGoalies = 0 => goalies don't contribute to the adjustment :
- Adjustment = POINTSperGPskaters x UnderLimitSkaters + POINTSperGPgoalies x UnderLimitGoalies = (549/1061) x 39 + 0 = 20
- points to be used in the standings to determine the pre-lottery draft order = Points + Adjustment = 923 + 20 = 943

(ARZ would have moved down to 7th overall without the aforementioned fix in the calculation)
It's been however decided that the new rule that prevents the offending team from advancing in the draft order if the corresponding NHL wins a lottery draw will only apply from next season onward, given that this rule is only getting announced now.
As a result ARZ will be eligible to move up from the 6th spot in the draft order, with the only caveat it won't be allowed to select 1st overall (for consistency sake with what already happened in the past) and will pick at #2 if winning the lottery for 1st (in that scenario, the team winning lottery for #2 will pick 1st overall).

In 2015 Billy missed minimums, as a result his pick was moved down one spot in the Entry (1 --> 2) after winning the lottery, whereas his pick stayed at 3 in the Waiver Draft: http://ss-onlinedesign.com/fantasy/bbkl ... waiver.htm

In 2014 DAL (Pete) and VAN (Kareem) missed minimums and moved down 1 spot in the Entry draft order:

but as you can see here viewtopic.php?f=83&t=11068#p179976 DAL and VAN kept their original position in the Waiver draft order, the one assigned off the final standings
