It was the result of a re-shaping of 5 members CC groups that had not been working effectively for a while; as far as i can remember, that decision came sometime in 2011.
*it was then pointed out in that same thread that the number of members had actually been brought down to 4 (instead of 5).
And that was it.
I think some months ago this was already reminded here in the general forum in some topic where the same question was asked. But no idea where.

i think its appropriate that the yearly bbkl champion has the right to be offered an opportunity to be cc the following yr

That might be my fault. I put in a letter to the CC laying out how this was an all together unique situation as it was a team without a gm for a full year, first time that has happened, and in turn should be handled differently. I doubt it changes the fine, just hoping to avoid a dangerous "blanket" precedent being set.
