I think Shep is referring to instances where Semin is in the slot. Semin is actually better there. Off the rush, no one is better than Phil though.

Off the rush I'll give you Kessel may have surpassed Semin (who doesn't shoot nearly as much anymore).

But from a stand-still, it's #1. I want to see what his clapper clocks in at. It seems like it's just unbelievable.
