Do we not mimic NHL eligibility rules?:
"Ice hockey players born between January 1, 2000, and September 15, 2002, are eligible for selection in the 2020 NHL Entry Draft. Additionally, un-drafted, non-North American players born in 1999 are eligible for the draft."

If we follow that then he would not be eligible. If I'm mistaken then fuck my life.
