I owned VAN 1st and it was moved back due to missing GP and no punishment was given to VAN. Might have been due to change of GMs though and I'm not advocating the new GM should have been punished for the formers inactivity.

The pick/s of teams missing GP will be diminished (like DAL this year) and the offending GMs sanctioned, but the two offending GMs last season were Kareem and Pete who both left the league, so there was no reason anymore to sanction those teams' GMs.

Cynicism, mostly.
My suggestion would be to not punish someone who traded for a pick in good faith and had it run father up the ladder than was expected, but I'm obviously biased, owning a pick in that position.

I advocated for that in the past but i had the whole CC against. The thing we were on the verge of approving in the past was having the owner of the lowered pick somehow indemnified by the offending GM, which is probably the best solution.
(would not apply to DAL situation though)

I could be wrong but i think it is to prevent teams from taking advantage of a team that needs players.
For example, everyone could at this point decide to not give any players to lee unless he gives up his 1st round pick. It is essentially to stop strong teams from preying on the weak.

well the concept is it is the pick being fixed cause it got placed where it was illegally (thanks to dressing players who didn't play)
while the offending GM (not the owner of the pick) gets sanctioned

Ooooh I see. so it isnt so much to penalize the team with the pick, as it is a way to prevent penalizing the other teams in the draft around said pick.

Although it sucks for someone to have a high pick pushed down because of somebody else's violation, it also isn't fair for the other teams picking in that range that followed the rules and met the GP minimum. Their picks could have been higher if it weren't for a team that didn't dress enough nhl guys.
