The following will be used from this season onward as guidelines to determine draft positions and sanctions for teams failing to reach the minimal requirements for games played.
1- the team's 1st rounder will be moved back at least one spot if GP minimums are not reached
Formula to assess the amount of the pick/s' penalization:
Adjustment = POINTSperGP x UnderLimit
Points + Adjustment = points to be used in the standings to determine the draft order
UnderLimit = number of games missing to reach the minimum
POINTSperGP = Points/GP
Points = total points at the end of the season
Essentially, the team position is just being adjusted for the missed games; the ensuing new position in the standing affects all the team's picks still owned and the team's 1st round pick no matter if still owned or not.
2- Seriousness of the offence
- within 246GP = 1 warning for removal
- equal to or greater then 246GP = 2 warnings for removal
- 2nd time offender = eligible for removal* (like any GM that gets 3 official warnings)
*obviously, eligible for removal only means a vote on the GM removal wil occur inside the CC. It doesn't mean per se the GM will be indeed removed.
GMs will be allowed to produce all sorts of evidences suggesting missing GPs was not caused by their conduct. Removal will depend on the voting outcome.
3- Compensation owed by the offending GM to the owner of the diminished first rounder*
- If the pick is moved 2 or less spots:
and the pick is #1, a first round selection in this same draft
and the pick is #2-5, a 2nd and a 3rd round selection (this draft year or next)
and the pick is 6+, a 2nd round selection
if the offending GM doesn't own the compensatory picks he will have to acquire them on the market
- If the pick is moved more then 2 spots:
and the pick is #1-5, the league will also compensate the GM with a pick between the 1st and 2nd round (30b)
and the pick is 6+, the league will also compensate the GM with a pick between the 2nd and 3rd round (60b)
*Obviously point #3 depends on when the owner of the pick acquired it. If the pick is acquired at the end of the season, or when its team is already on par of missing gp, #3 will not apply, as the owner acquired an asset (the pick) that already had diminished value at the time of the deal.
Points #3 also work as sanctions for the GM responsible of missing gp. If the pick is traded at a time that voids #3, instead of sanctions you would have decreased value of the pick already affecting the offending GM in the deal.

- FOR threshold set at 0.45 (> .45 ==> C)
- this season FOR determines position for all players above 20gp
- this season FOR also determines position for bbkl-rookies above 10gp
I was not provided with a FOR list this week but it was previously announced tomorrow roster lock would be the one where the final update would apply, so I went ahead and performed it old style along the last hour.
Tomorrow Mike should be able to generate the FOR list, making much easier for you and everyone to check if there is anything wrong or missing in this update:

With season's end fast approaching the CC would like to remind all GMs of the GP requirement:
4-6 : Each team is required to have at least one thousand one hundred (1100) games played by their skaters over the course of the season.
With that in mind the CC would like to put the following teams on notice as they are projected to be only slightly above, slightly below or outright missing the GP requirement as of the completion of Week 20. Please roster active teams and be weary of injuries as they could tip you to either side of the requirement.:

The decision was made taking into consideration the previous GM was inactive and made no effort to rectify his team's situation, coupled with the new GM only joining a couple of months ago and having to deal with the imposed trade freeze as well. It would not be fair to the new Dallas GM to punish his picks when he was not given a sufficient amount of time to rectify his team's situation. It was also noted even if the new GM had made trades to ice a fully active team; the GP requirement would still have likely been missed.

The CC has ruled the following regarding the Ottawa Senators missing minimum GP requirements this past season:
Given the fact that the Senators no longer own their own pick, coupled with the fact that the pick subsequently won the draft lottery and then moved back; the following is to occur.
The present owner of the Ottawa first Round Pick (Philadelphia) will be compensated per the guidelines with a 1st round pick at the end of the 1st Round of the 2015 draft (pick 30b).
Also the Ottawa Senators have been fined a 2nd and a 3rd round pick in either the 2015 or 2016 drafts; as chosen by the GM.
It should also be noted that the guidelines that were announced for this situation are flawed and will be reviewed/revised by the CC very shortly. The CC takes full responsibility for enacting a flawed set of guidelines but will honor what was announced until a proper review/revision of the guidelines can take place.

this past season parameters for waivers eligibility have been edited.
The age limit has been lowered by 2 yrs as follows:
Skaters will need to have played max 120 NHL regular season games AND to have yet to turn 26 as of October 1st to be waiver exempt throughout the starting BBKL season.
Goalies will need to have played max 60 NHL regular season games AND to have yet to turn 26 as of October 1st to be waiver exempt throughout the starting BBKL season.
That means skaters with 121 NHL regular season games will be eligible for waivers no matter the age, just like 26 yrs old players with less games played.
If under NHL contract, such players will be exposed to waivers if in the minors at roster submission (for season opener) and whenever they are demoted during the season (off-season excluded).
Note: that new age limit is not supposed to drop any further in future seasons.

GMs have until the end of this weekend (2015-10-22) to complete their Google docs requirements for this season to date. This means one entry for roster submission and another for each subsequent week so far this season. Changes must accurately reflect Fantrax rosters as well as moves made in the transactions thread.

Fraser's team has been caught being slightly over the cap for weeks #11->15.
After adding Jeremy Smith he didn't set him up on googledoc in a way his cap would be added, the b1 place was in fact already taken by Kassian there.

Smith was not demoted till week 16, and adding his salary (600k) brings the payroll of the active roster over the 71.4M cap.
Accordingly with what we established in the past..
(Fraser was not considered a repeated offender cause the mistake was only pointed out after the same situation had already occurred in consecutive weeks)
Furthermore, when Jeremy Smith was eventually demoted, he was not waived despite being eligible.
This means he is hitting waivers now.

PLAYOFF 4gp G limit regulation
If a team exceeds the playoff 4-goalie-starts per week limit, all Wins recorded by its goalies will be erased. Furthermore, eventual shutouts recorded by the goalie with less starts will be erased as well (all shutouts recorded will be erased if the goalies have the same number of starts; in that scenario exceeding the total of 4 means at least 3 starts each, hence breaking the limit by 2).
The above limit is raised to 5 if one of the goalies' NHL team plays 5 games that particular week.
Notes: the above applies immediately to the rest of the ongoing playoffs. Under that regulation, the final score of the NSH-CHI matchup remains the same.
