Save to assume around September like we normally do...one of the last bits of business before the preseason roster submission.
I've got a pretty sizeable list of eligible players...should be a decent draft to have multiple picks.

Reading through the CBA I noticed.
7-5 : Any new GM who takes over a team in the bottom twelve of the league will receive corresponding picks in the waiver draft.
8th – 12th – Additional pick in the first round (31st)
4th – 7th – Additional pick in the first round (5 spots after your original pick)
3rd – 1st – Two additional picks in the first round (2 spots after your original pick + 31st)
I believe my team finished 4th to last. So does that mean that I will have the 4th and 9th overall in the upcoming waiver draft?

the opposite was decided.
Last year the Waiver Draft started on September 20th (finished by 24th) and Roster Submission deadline was September 25th.
This year with no Olympics and no early NHL start I'd expect the Roster Submission deadline to be placed later on, like October 1st at the earliest, but this is only my speculation.
