it says everyone is either 0% owned or 17% owned ? is it just me lol?

The stats themselves are updated. Just filter by year then 2011. The own %'s are wrong though.

I never even understood why this even happens in the summer... is it becausse CBS can't continue paying for database servers to keep the previous year's stats uploaded all year long? they that broke?

It's not the entire summer. It's just a part of it. And once in a while it comes back for a couple hours. Probably due to maintenance and shit.
